Lindsey Mitchell - Child Protection Advisor - Education
Expertise: I have been a Secondary School teacher for 20 years and children have always been the focus of my career. As a Principal Teacher of Guidance, I supported children and families experiencing difficult and at times traumatic experiences, including child protection.
This led me to my next role as the Child Protection Officer for Education for a large Local Authority during which I gained valuable experience in child protection processes and procedures and worked closely with partner Agencies. I provided Child Protection support for all Education staff, including training, advice, guidance and quality assurance. Although my background is in Education, I have built up an extensive working knowledge of the procedures in other Agencies by being part of multi-agency audits, Learning Reviews and co delivering multi agency training with my Child Protection Committee colleagues.
I left this role approx. 2 years ago with the aim of gaining a better work life balance which I have done by becoming an Associate Trainer for the NSPCC and I now deliver several of their courses. As part of this role, I also offer advice and guidance to organisations on child protection policies.
I would consider my main area of expertise as child protection training, and it is this aspect of my work that I really enjoy the most.
Why TICCS?
Throughout my time working in child protection, I have seen the impact trauma has on children, and particularly the hugely negative impact of re traumatisation. I have worked closely with Helen Pasquale in Public Protection for several years and was delighted when she approached me regarding the Bairns’ Hoose. To me it makes perfect sense, a positive, child centred way of providing support to children and their families who have been victims or witness of abuse.
I have great respect for the work that Helen is doing with TICCS, and I am delighted to be able to share my knowledge and skills on their behalf. I will be focussing on engaging Education in the Bairns’ Hoose journey and providing training for all staff involved.

I am a relentless protector of people. Safeguarding has been at the forefront of my mind all day long since joining Tulliallan and pursuing what has so far, been the highlight of my career as a Police Officer. I spent some time in public protection and in a high-risk Domestic Abuse Unit. After having two babies, I wanted to be home more and decided to take a break from shifts. (Still missing the blues and twos to this day).
I’ve since then worked with Women’s Aid and in senior leadership roles across the third sector.
I’ve recently taken on a role as a consultant with TICCS and have loved every minute of being involved in supporting impactful change for children and families.
I’ve had years of experience within the domestic abuse space and am super excited about utilising that expertise within TICCS.
Outside of work, I love spending time with my husband, my two girls and trying desperately but ever failing, to tire out my 2-year-old fox red lab. When I have the energy, I consider myself an avid Cross Fitter and love the mental challenge of getting stronger through Olympic weightlifting.
I bring a trauma informed approach to my personal and professional life. I hope my girls watch and listen and learn so their futures can be filled with compassion inwardly and outwardly.
Julie Mullen – Associate Consultant, TICCS Ltd
With 29 years of service in Police Scotland, Julie retired in January 2024, having specialised in child protection and serious sexual offence investigations. Her work included complex cases involving institutional abuse, faith-based harm, and internal misconduct. She brings deep insight into how poor responses to victims can compound trauma and undermine future safeguarding efforts.
As part of the national implementation team, she played a key role in embedding the Scottish Child Interview Model (SCIM) — promoting trauma-informed, child-centred interview practices across Scotland.
Following her retirement, Julie began supporting the Scottish governing bodies of sport (via Children 1st), developing safeguarding policies, advising on investigations, and co-authoring and delivering training on investigation and disciplinary procedures aligned with ACAS standards.
Her approach is grounded in human rights — particularly the principles of the UNCRC — ensuring investigations are proportionate, rights-focused, and centred on the safety and dignity of those affected. She believes every policy and process should put people first and that every concern raised deserves a clear, compassionate, and robust response.
As an associate of TICCS Ltd, Julie supports the implementation of Bairns’ Hoose for a local authority partnership. She leads on participation and engagement, ensuring the voices of children and young people shape every phase of delivery. Her long career in child protection and justice gives her a powerful lens: one that keeps children’s experiences front and centre.

Louis is the Project Manager at TICCS, where he oversees the coordination, execution, and delivery of key initiatives across the organization. With a sharp eye for timelines, stakeholder alignment, and resource optimization, Louis ensures that every project moves from concept to completion with precision and purpose. His leadership style blends strategic oversight with hands-on problem-solving, making him a central figure in both day-to-day operations and long-term planning.
At TICCS, Louis is responsible for managing cross-functional workflows, setting project milestones, and maintaining clear communication between technical, creative, and administrative teams. He’s known for his ability to translate complex goals into actionable roadmaps, balancing agility with structure to keep projects on track and within scope. Whether he’s refining internal processes, liaising with external partners, or troubleshooting bottlenecks, Louis brings a calm, solutions-oriented mindset to every challenge. His commitment to transparency, accountability, and team cohesion makes him not just a manager—but a trusted anchor for the entire TICCS ecosystem.
Luca Pasquale
Luca is a systems-focused finance and operations specialist at TICCS, where they bring precision, strategy, and creativity to every corner of the business. With a strong foundation in financial bookkeeping, data analysis, and website design and maintenance, Luca ensures that every transaction is accurately coded, and every process is built to scale. They bring deep expertise across Xero, data analysis using Microsoft Excel and Power BI, and a broad command of all things tech — making them the go-to for streamlining workflows, resolving complex system issues, and building scalable, audit-ready financial infrastructures.
Beyond the numbers, Luca plays a key role in shaping the digital presence of TICCS. From website design and content strategy to targeted marketing campaigns, they apply the same analytical mindset to user experience and brand visibility. Their ability to bridge technical detail with creative execution makes them a rare hybrid—equally comfortable refining ledger entries or crafting a landing page that converts. Whether it’s streamlining admin, decoding data, or designing with purpose, Luca’s work is all about clarity, compliance, and impact.
